Fractal Flames are always beautiful and AEFlame is a great plugin created by Andrew Davidson, which helps AE users explore the depth of Mathematical space right in After Effects. Interestingly, this plugin existed since AE 4.0, but the author didn’t port it to the recent versions of After Effects. Luckily, he is generous enough to release the source of the plugin, so I’ve ported it to CS4/CS5.
Remember, this is just a direct port and I didn’t test this plugin extensively. So it is still a Beta quality release. I only tested it for a few minutes and it seemed to work fine without issues. You can report issues, but don’t expect any support.
Instructions:
Drop the appropriate plug-in file into your Plug-ins folder. Apply the Effect from Effect->Render->AEFlame
AEFlame for Mac 32bit (CS4 and below)
AEFlame for Mac 64bit (CS5 and above)
AEFlame for Win 64bit (CS5 and above)

Can you compile this for CS4 Windows please?

AFAIK, the old version should work fine in Windows CS4, since CS4 is 32bit. Did you try the old version?
